They are building a new building across the street but whether they are expanding or not, that's another question. They can just choose to move existing department in and wait for the economic crisis to end before it starts expanding.
For motorola, some departments are actually shrinking in headcount pretty badly and that's why they have to hire, not because it's expanding. They have a pretty high rate of attrition.
